Judy Mae (Smith) Jolley, a devoted servant of Christ, loving wife, mother, grandmother, and friend, entered her eternal rest on Sunday, November 9, 2025, at the age of 77. Judy was born on May 15, 1948, in Borger, Texas to Francis Roy and Kathryn Elizabeth (Gee) Peden. Judy graduated from Borger High School in May 1966 and graduated from Kay Adam’s Business College in June 1967. On June 19, 1967, she married Floyd Smith and together they raised their two children and established the family home in Choctaw in 1974. She worked at Choctaw High School from 1974 to 1981 and continued her career at the State Department of Education – North Central Accrediting Association from April 1981 until her retirement in June 2009. During her tenure at the North Central Accrediting Association, she worked with schools across the State to achieve regional accreditation and also served as the coordinator of hosting peer-review visits. She received her Bachelor of Liberal Studies from the University of Oklahoma in May 1994.
Judy was an active licensed foster parent from 2002 and took care of foster children for 18 years through her ministry Wings of Mercy. She married her husband, James Randy (J.R.) Jolley on February 12, 1994. They rededicated their lives to the Lord on August 22, 1993, and were baptized on August 21, 1994. Through Wings of Mercy, Judy and J.R. opened their hearts and home to more than 45 foster children, adopting three, and welcomed two exchange students from Albania who became family. Judy’s faith in her Lord and Savior Jesus Christ was inspiring and unshaken.
Judy’s unwavering faith and boundless compassion touched countless lives, leaving a legacy of love and service that will endure for generations. She delighted in baking for her family, cheering on the Oklahoma City Thunder, and filling her home with Christmas joy, complete with Hallmark movies and her beloved dog, Jingle Bells.
She was preceded in death by her parents, sister LaWanda Merrill, and her husband J.R. Jolley.
Survivors include her sister, Neta Mussa, of Bartlesville, daughter Kim Coney, of Atoka, son Roy Smith of Choctaw, adopted foster children Joey Jolley, Anthony Jolley, and Jade Jolley all of Choctaw, stepchildren Patrick Jolley and Nichole Jolley, adopted daughters Greis Harzheim, Paola Lalazi and Andrea Peeples Wells and church sons Matthew Miller and Ryan Boyce; grandchildren Jake Coney, Taylor Coney, Fletcher Smith, Finley Smith, Gabrielle, Isabel, J.P., and Elizabeth Harzheim, Brianna and Alexia Demba, Joshua and Jadeyn Wells and great grandchildren Hunter Coney and Waylon Coney.
Her family finds comfort in knowing she is reunited with her loved ones and resting in the presence of her Savior.
Friends may greet the family from 5-8 p.m. on Thursday, November 20, 2025, at the funeral home. Funeral services are scheduled for 10:00 am on Friday, November 21, 2025, at the Harrah Assembly of God Church. Burial will follow in the Elmwood Cemetery of Choctaw.
